Currently, when FocusFrameEnabled(true), focus is drawn on a cell-by-cell basis. However, I want the focus frame to be drawn globally on a Row-by-Row basis. Is this possible?

Currently you can't apply this behaiour. Even if you have row-selection mode enabled, a specific cell should still have focus in order to be edited. If it is not, then it will not be clear to the end-user in which specific cell is ready to start enter a value.
